(Explore\u00a0details on the <a href=\"https:\/\/apps.leg.co.gov\/osa\/lg\/submissions\/search?q%5Blocal_gov_id_eq%5D=271&amp;q%5Byear_eq%5D=&amp;q%5Bsub_type_eq%5D=&amp;q%5Buuid_eq%5D=\">Colorado State Auditor&#8217;s website<\/a>.) \u00a0<\/p><p>These are recent examples:\u00a0<\/p><ul><li><strong>2025:<\/strong> Surplus nearly $35 million<\/li><li><strong>2024:<\/strong> Surplus over $35 million<\/li><li><strong>2023:<\/strong> Surplus nearly $38 million<\/li><li><strong>2022<\/strong>: Surplus over $25 million<\/li><li><strong>2021<\/strong>: Surplus over $19 million<\/li><\/ul><p>Centennial started 2026 with more than <strong>$170 million<\/strong> in cash, cash equivalents, and investments<\/p><p>Some of that cash is already committed to projects, including streets. The city has always moved additional money from the General Fund to the Street Fund.<\/p><p>2A would add a permanent tax whose receipts are <strong>locked<\/strong> to streets. In an emergency, funds locked into the Street Fund could not be reallocated to other needs. (During COVID, Street Fund projects were postponed, with some money reallocated to other operations.)<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<h2 data-interaction-id=\"29006d45\" class=\"e-heading-base\">Claim: \u201cWe have a $20 million street gap.\u201d<\/h2>\n\t\t\t\t<div class=\"elementor-element elementor-element-56777c4 elementor-widget elementor-widget-text-editor\" data-id=\"56777c4\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>The Street Fund receives about $15 million in revenue from the Motor Vehicle Use Tax, the Highway Users Tax Fund, and several other sources. These revenues are required to be spent on roads.<\/p><p>There is <em>always<\/em> a gap between the initial funding and desired expenditures. City Council <em>always<\/em> adds additional funds for street projects.\u00a0<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<h2 data-interaction-id=\"6ef38c7f\" class=\"e-heading-base\">Claim: \u201cOur rate is the lowest, so a tax increase is fair.\u201d<\/h2>\n\t\t\t\t<div class=\"elementor-element elementor-element-f1b9fab elementor-widget elementor-widget-text-editor\" data-id=\"f1b9fab\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>A low city tax rate is a competitive advantage for businesses and a break for residents.
